The Solidarity Fund PL supports Ukraine’s decentralisation process by empowering local governments, strengthening public services, and investing in long-term recovery.
We focus on areas crucial for building local resilience – from civil protection and psychosocial support to modern vocational education – helping communities face wartime challenges and prepare for the country’s reconstruction.
Supporting decentralisation
We consistently expand our activities in Ukraine by supporting reforms linked to the country’s decentralisation process – particularly in the areas of social services, vocational education, and civil protection. The Solidarity Fund PL responds to the needs of Ukrainian local governments (hromadas), helping them build the skills necessary to address the consequences of war and prepare for the country’s future recovery.
The decentralisation process in Ukraine – actively supported by the Solidarity Fund PL – involves shifting powers, responsibilities, and decision-making from the central government to local authorities, primarily to hromadas. This shift creates new opportunities but also brings challenges related to managing newly acquired responsibilities. We share Poland’s experience by organising internships for Ukrainian local officials in Polish municipalities and other knowledge exchange formats under the WIN4UA programme.
Local security – voluntary fire brigades
One of the key issues we address is local safety. The Solidarity Fund PL promotes the model of voluntary fire brigades and supports the establishment of such units at the local level.
Psychosocial support
In parallel, we are building a stable and locally accessible psychosocial support system for war veterans and other individuals affected by the war. In close cooperation with local authorities and social service providers, we are rolling out our original model – PRO_MentalHealth – in successive regions.
Modern education
The Foundation is also actively involved in reforms at the central level. Our efforts focus on modernising curricula, promoting vocational education among young people, improving governance systems, and enhancing the qualifications of teaching staff. We also support infrastructure upgrades, funding system improvements, and investment in modern educational facilities – all of which are essential for developing Ukraine’s vocational education system under the Skills4Recovery programme.
Flagship projects
An innovative decentralised psychosocial support programme that builds mental resilience among war-affected individuals and helps them return to social and professional life.
The aim of the programme is to strengthen Ukraine’s resilience by developing vocational skills among young people and adults.
The project focuses on developing the civil protection system and establishing local voluntary fire brigades.
