Deadline Extension: Provision of Advanced Tactical Training for Officers of Rapid Response Units

EU4 Moldova Resilience – Secure States, Resilient Communities (EU4MR), a 1.5 year project funded by the European Commission through the Service for Foreign Policy Instruments (FPI) and implemented by Solidarity Fund PL in Moldova (SFPL in Moldova). It is being launched as part of the European Union’s support to the Republic of Moldova in the context of the specific challenges and changing needs that the country is currently facing. The overall objective and expected outcome of the EU4MR project is to increase the resilience of the Republic of Moldova to emergencies and potential security threats. To this end, the capacities of state institutions to detect and counter potential emergencies and security threats will be strengthened.
Description of Procurement:
The subject of the procurement is the provision of a comprehensive service including the preparation and conduct in Moldova of specialised tactical training based on the presented Programme focused on breaching, close quarters battle (CQB), VIP protection and hostage rescue for a groups of up to 25 officers each from the rapid reaction units of the Ministry of Internal Affairs (MIA) of the Republic of Moldova with parallel Sniper Ballistic Workshop for selected representatives of MIA and other Moldovan security agencies.
The service shall include preparation, coordination, and implementation of the program in Chisinau, or other designated training facility in Moldova between 1–12 September 2025. The provider shall ensure training on MIA infrastructure, necessary equipment, expert instructors, logistics, and consumables in accordance with the requirements outlined below.
Eligibility requirements:
- Legally registered training entity from an EU Member State
- Minimum 10 years of experience in tactical training for law enforcement/military units
- Proven delivery of similar trainings worth at least EUR 15,000 in the past 3 years
- Experience in donor-funded international projects (e.g. EU)
- Ability to conduct training in Moldova with necessary equipment and logistics
- Expert team of 4 instructors, including a recognised ballistics expert
Training Programme Overview (10 Days):
- Module I: Tactical Breaching & Close Quarters Battle (CQB) – 5 Days
- Module II: VIP Protection & Hostage Rescue – 5 Days
- Parallel Sniper Workshop – 3 Days (9–11 September)
