Organizational Context: Solidarity Fund PL in Moldova is the Chisinau Branch of Fundacja Solidarności Międzynarodowej, Warsaw, a state foundation, managed and co-financed by the Ministry of Foreign Affairs of the Republic of Poland, created to contribute to the development of the neighbouring countries.

Overall context: Moldova’s cultural and linguistic diversity represents an important asset. However, historical and social factors have contributed to challenges related to the inclusion and sense of belonging of some minority communities. While economic disparities between minority and majority populations are relatively limited, social cohesion remains fragmented due to limited interaction between communities, low levels of civic engagement, and varying degrees of trust in public institutions.

Project background: The “Confidence Building and Social Cohesion in Moldova (CBSC-M)” project is a three-year initiative financed by the European Union and implemented by a consortium of three partners: Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) (Germany), Solidarity Fund PL (Poland), and the e-Governance Academy (eGA) (Estonia).

The overall objective of the project is to build trust and strengthen social cohesion among communities across both banks of the Nistru River, in the Autonomous Territorial Unit of Găgăuzia, and in other regions of Moldova with distinct ethnic or linguistic identities.

The project consists of the following outputs:

Output 1: Cross-river confidence building and cooperation for socio-economic and energy resilience;

Output 2: Trust, inclusion, and participatory decision-making at local and community level;

Output 3: Private sector promotion for improved socio-economic development and EU integration.

Under Output 2, Solidarity Fund PL focuses on regions with distinct ethnic and linguistic identities, primarily in Northern Moldova and the Autonomous Territorial Unit of Găgăuzia. The objective is to strengthen trust among citizens and between citizens and public authorities, promote inclusion and constructive civic participation, foster a shared sense of national belonging, and reduce local tensions.

This component of the Action aims to strengthen social cohesion by promoting dialogue, civic participation, and cooperation among citizens and communities. It will create opportunities for meaningful interaction, build mutual trust, and encourage shared values and mutual understanding. The Action will also support public authorities at national, regional, and local levels in developing policies and approaches that enhance trust, inclusion, and alignment with Moldova’s European integration objectives.

The purpose of this procurement is to contract a qualified service provider to conduct comprehensive research on social cohesion in the Republic of Moldova. 

The research will generate evidence to support the implementation of the "Confidence Building and Social Cohesion in Moldova" project and contribute to a broader understanding of social cohesion dynamics across the country
