Its objective is to strengthen transparent, efficient, and accountable management of public funds, which is essential for Ukraine’s recovery process and its continued integration with the European Union.

The EU4PFM Programme is being implemented under the Team Europe initiative by Solidarity Fund PL, the Central Project Management Agency (CPVA, Lithuania), and Expertise France, in cooperation with Ukrainian public institutions.

The new phase of the programme focuses on strengthening public financial management systems, developing effective control mechanisms, and aligning Ukrainian institutions with European Union standards.

As part of Phase III of EU4PFM, SFPL is responsible for the expert support component aimed at assisting the State Customs Service of Ukraine in the modernization of customs operations and the improvement of integrated border management.

During the launch event, the strategic objectives of the component were presented.

Over the next three years, Solidarity Fund PL’s activities will focus on supporting the Ukrainian customs administration through:

  • strengthening operational and institutional capacities,
  • enhancing risk analysis systems, including the use of modern technologies and AI-based solutions,
  • supporting the alignment of regulations and procedures with EU standards,
  • modernizing infrastructure at border crossing points,
  • fostering interinstitutional cooperation.

The project aims to increase the effectiveness of detecting and combating smuggling while ensuring efficient procedures for legitimate trade and the rapid clearance of goods at border crossings.

Strengthening the Ukrainian customs administration is an important element in building safer and more efficient borders and supports Ukraine’s efforts to align with the requirements and standards of the European Union.
