For years, the Solidarity Fund PL has been actively supporting Moldova’s local development – both in rural and urban areas.
Through long-term programmes, we help strengthen local communities, improve public services, promote inclusive governance, and enhance resilience in the face of regional challenges.

Rural development – the LEADER approach

Since 2016, the Solidarity Fund PL has been implementing the LEADER approach in Moldova – a European tool for supporting rural development. We assist in the creation and functioning of Local Action Groups (LAGs), support the growth of local microenterprises and services, and promote partnerships between the public, private, and civil sectors. To date, 32 LAGs have been established, covering over 35% of the country’s rural areas and implementing more than 700 microprojects, which have led to the creation of over 400 new jobs. We also support the institutional development of the National LEADER Network and advocate for sustainable public funding for LAGs.


Urban development – the revitalisation approach

Since 2017, the Solidarity Fund PL has been promoting the urban revitalisation approach in Moldova, supporting cities in developing and implementing Local Revitalisation Programmes. These efforts help improve the quality of public spaces and living conditions in degraded urban areas. So far, 22 cities have been included in the programme, with co-financed revitalisation projects implemented in 12 of them. We also support the development of the National Urban Revitalisation Network and encourage international cooperation in the field of sustainable urban development.


Civil protection

In response to growing risks, the Solidarity Fund PL is implementing a project aimed at developing a civil protection system focused on the establishment of Territorial Rescue and Fire Stations (TRFS). The project includes the development of operational standards for TRFS, pilot implementation in selected municipalities, firefighter training, and awareness-raising activities to build public trust in emergency services. We cooperate closely with the Ministry of Internal Affairs and the General Inspectorate for Emergency Situations.


Support for SMEs and energy security

As a partner of the Bank Gospodarstwa Krajowego (BGK), the Solidarity Fund PL is also engaged in strengthening the energy independence of Moldovan small and medium-sized enterprises. We help increase their efficiency and resilience – a key factor in ensuring economic stability in the context of the war in Ukraine and broader regional instability.
