Solidarity Fund PL informs that the offer submitted by Individual Entrepreneur Serhiy Vashchuk, registered in Rivne, Ukraine has been selected in a call for Junior expert for employer survey’s data analyses needs (2020/11/02).
The Request for Service has been proceeded within the framework of the EU funded „EU4Skills” Programme and in accordance with art.4, point 8 of the law of the Republic of Poland of 29 January 2004 on public procurement and with the Solidarity Fund PL Rules on Procurement below 30 000 euro.
Two offers have been submitted in the Request:
a) Individual Entrepreneur Anastasiia Lanova, registered in Vinnitsa, Ukraine – offered price 72 euro/working day, and up to 1800 euro for 25 working days
b) Individual Entrepreneur Serhiy Vashchuk, registered in Rivne, Ukraine – offered price 90 euro/working day and up to 2250 euro for 25 working days
The price includes all costs incurred by the Contracting Authority as part of the service provided by the Contractor (taxes, compulsory social security, health and retirement contributions), as well as the costs of accommodation in Ukraine, food, insurance, local travel (unless travel is ordered separately by Contracting Authority), computer equipment, cellular communication and software (word processor / spreadsheet).
The Procurement Committee confirmed that both offers
a) meet the minimal requirements mentioned in the point 5 of the Request for Service;
b) declare that the Applicant is not a subject to exclusion from the procedure on the basis of Art. 24 paragraph 1 points 12-23 of the Polish procurement law;
c) the price proposed in the Offers is in line with the point 4 of the Request for Service.
The Offers have been evaluated by the Procurement Committee in accordance to the point 8 of the Request for Service. The offer received a following scores:
a) offer submitted by Individual Entrepreneur Anastasiia Lanova, the degree of compliance with the requirements set out in point 5. of the Request for Service – 16,7 points, price: 20 points – total 36,7 points
b) offer submitted by Individual Entrepreneur Serhiy Vashchuk, the degree of compliance with the requirements set out in point 5. of the Request for Service – 40 points, price: 16 points – total 56 points
The offer of Individual Entrepreneur Serhiy Vashchuk was considered by the Procurement Commission as the most advantageous, meeting all the conditions set by the Solidarity Fund PL.
